Hoboken Youth Soccer League (HYSL)

 Rules & Bi-Laws

*Subject to change at any time.

 

Eligibility Requirements: For the Fall 2011 season, children must be between the ages age 5 and 16 by December 31st 2011 to be eligible to play in the Hoboken Youth Soccer League. Children must also reside in Hoboken or attend a Hoboken school to be eligible for the HYSL.

 

Registration:

·         It is the parents/ guardians responsibility to register their child on time.  

·         All players of the Hoboken Youth Soccer League must register with the Hoboken Recreation Department via online (http://www.hobokennj.org under recreation department) or by visiting city hall and completing their walk in registration. The HYSL does not handle registrations.

·         Registration for the 2012 season will open in November of 2011 and be completed by July 31st 2012.

·         Late registration will be from August 1st – August 15th. There may be a $25 late HYSL registration administration fee payable to the HYSL.

This is due to the hardship placed on the HYSL to form additional teams, find field space, amend schedules, find coaches, sponsors, and order additional shirts and equipment to accommodate late registrations. PLEASE REGISTER ON TIME.

·         Divisions and teams will be created every season based on the registered players received from the Recreation Department. There is no guarantee that your child will be in the same division or on the same team every season.

 

Division Formation:

 

Division will be form based on registrations provided by the Hoboken Recreation Department.

League directors will establish divisions and determine best practice by the number of registrants, age appropriate divisions, field availability and divisional league rules.

 

Team Formation:

 

Division Directors will determine teams based on registrants, divisional ages, field availability and divisional league rules. Divisional Directors may also determine if team formation based on soccer ability or draft of players is necessary.  

 

In addition to the FIFA laws, the Hoboken Youth Soccer League requires our coaches to observe the following rules and guidelines:

 

1.  The league directors of each division will assign new registered players.  In the event that a particularly talented player should come into the league, the director shall assign the player in question to the neediest team; should there be more than one weak team, the player’s new team shall be determined by a lottery.Once rosters are approved they are final.

 

2.  Coaches are not allowed to select any new player that has not been authorized by the League Board of Directors. Any new player wanting to join the League must be referred to the (League) Board of Directors for approval and assignment.

 

3.   Players must wear their assigned jerseys.   . All players must have a full uniform at game time. No players will be allowed to participate in a game unless

a full uniform is worn. Full uniform means assigned league shirt, black soccer shorts black socks shin guards and shoes.

 

4.   Players must wear shin guards. No jewelry, hats, or bandanas may be worn by players on the field.  The only exception to this rule pertains to the right of the goaltender to wear a hat, but only a hat with a soft brim. Headbands may be worn, provided they are being used to restrain long hair or absorb perspiration. No decorative headbands will be allowed.

 

5. Game Ball

Instructional # 3 size ball

Division A  # 4 size ball.

Divisions B # 4 size ball

Division C # 5 size ball

Division D- #5 size ball.

 

6. Teams must be ready to play at their assign time.  Extended warm-up time will not be given. Referee’s beginning and end time is official.

 

7.  The duration of games will be as follows:

 

Instructional – 1 x 30 minute game

Division A  2 x 25 minute game

Division B  – 2 x 25 minute game

Division C’  – 2 X 30 minute game

Division D  – 2 X 35 minute game

 

8. Unlimited substitution:

Unlimited substitution on any stoppage of play is permitted only with the permission of the referee.

 

League standings:  

 

No standing or scorekeeping will be taken for the Instructional Division.

All other divisions 3 points for a Win. 1 point for a tie. No points for a loss.

 

Standings TIE-BREAKING procedure:

 

If two teams have identical points at the end of the season, the standing of teams will be determined by the following:

Head to Head, total goal differential, Goals against, goals for, coin toss.

 

Playoff games that end up in the tie will be determined by the following rule:

Should that game end in a tie after regulation time, two 5-minute periods of overtime shall be played. In the event that the game is still tied after overtime, a winner shall be determined by penalty kicks.

 

 RED CARDS:

 

       A player who receives a Red Card (meaning immediate ejection from the game)

 

a)       Cannot be replaced for the remainder of the game (team must play with 10 players)

 

b)      Will be barred from playing in the next game

 

c)       May face further suspension, pending review of the incident by the league directors.

 

 

Teams shaking hands:

In the interest of promoting sportsmanship among the players, teams (players and coaches) must approach midfield and shake hands after the contest.

 

Spectators:

Spectators must remain on the bleachers or designated areas.  Spectators will not be allow on the field of play unless instructed by league directors or referee.

 

Coaching:

A)    Teams will be allowed no more than two coaches and one supervisor/parent rep on the sidelines.

B)    All players on a team’s game roster should play at least a half per game.

C)    Division B – C - D coaches may walk the sideline from the top of the Penalty area of their goal to the top of the penalty area of the opponent’s goal, on their side of the field. Division A coaches may walk the whole length of their sideline.

D)   Coaches must conduct a planned practice at least once a week during the game season, i.e., September through November.

E)     Coaches may only enter the field with permission from the referee. In the event of an injury, only the coach or designated person shall enter on the playing field, and only when notified to do so by the referee.

F)     In the event that no coach is present as game time approaches, the parent rep should act as coach.  In the absence of the parent rep, or other qualified parent, any director can step in and coach.

H)   Protests regarding disputes during the course of the game may be made within 48 hours, to the League Directors via email.

 

 

Coach Behavior:

 

A)     Coaching from the sidelines should be as inconspicuous as possible. Coaches may need to shout directions at players, but should not do so in an abusive manner.  Derogatory shouting at the referee will not be tolerated. First offence will be a yellow card. Second offence will be a red card.  The referee must enforce this rule. Examples of derogatory shouting: “What the hell are you calling”, “ Do you know what the rules are”, “Where are your glasses”. 

B)      If the coach gets a RED CARD and or ejected from game, he/she must leave the field, and be replaced by the assistant coach, supervisor or parent. The coach may watch the game from the bleachers, provided that he/she refrains from further coaching.  He is also automatically suspended from coaching his next scheduled game or more.

C)     Any coach who takes his team off the field will automatically forfeit the game, no matter what the complaint is and the coach will be subject to further disciplinary actions.

D)    Interference from the sidelines after a caution from the referee will result in the referee stopping the game. The referee shall submit a report to the League Directors. Pending a review of the referee’s report, the team whose coaches or supporters are causing the problem may have its game forfeit.

 

Coaches should refrain from taking advantage of a team which is less talented then his team by running up the score on the apposing team. After leading by 4 goals the coach should remove his star players or place them on the defense.

 

RAINOUTS:

For cancelled games due to bad weather, the division directors will make every effort to alert coaches in advance. Otherwise, the Director and/or referee will decide at the game time if the game can safely be played. Unless notified in advance by the coach, players should assume that the game will be played as scheduled.
